as farmers learned to improve their farming, they became smarter and learned how to form a government.
government developed to manage the surplus of food, which occurred because of improved farming.
because there was more food for the farmers, they became healthy and better able to lead the people in government.
improved farming led to some farmers becoming wealthy, which led to them ruling others.
