Under a totalitarian system, the government has total control and authority over almost every aspect of a citizen’s life such as wage, legal rights, civil rights, personal freedoms, available foods, jobs, safety, free speech, etc. A totalitarian government relies primarily on the word of their leader who can inflict as much pain and injustice on a country as they find necessary. Their citizens are guaranteed no legal protections or basic rights.

pennsylvania pennsylvania colony was a proprietary colony founded when william penn was awarded a charter by king charles ii in 1681. he set up the colony as one of religious freedom. the government included a representative legislature with popularly elected officials. all taxpaying freemen could vote.
