Lincoln used the Emancipation Proclamation as a means to control the message of the Civil War, boost morale, and target the Southern labor force.

(2) President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863, as the country moved toward its third year of the wicked common war. The announcement proclaimed "that all people held as slaves" inside the defiant states are, and henceforward might be free."

(3) Lincoln recognized that the Emancipation Proclamation would have to be followed by a constitutional amendment in order to guarantee the abolishment of slavery.
