There is clear segregation in terms of geography, as seen in Rio de Janeiro, where the city is divided into proper residential houses and favelas. There is presence of urban territories that are controlled by organized criminals and drug dealers leading to insecurity issues.There is lack of welfare coverage leading to informal economy that greatly affects women and young youths.Some solutions to these challenges are improving urban infrastructure, encouraging local jobs and practicing cultural diversity.

i believe that the answer to the question provided above is that  establishing smaller ethnic communities within larger communities  gives more chance for people to know each other more but this might lead to the  conflict between groups.
