In 1917, a secret Zimmerman Telegram by German diplomatics was sent to the Mexican government, in this document they outline:

Mexico would receive help in recovering the lost states of Texas, New Mexico, and Arizona. These territories were previously lost so Mexican leaders were encouraged to engage in conflict with the US to reconquer the territories that five decades ago were lost. (In the image below are shown the states that were to be regained.) In exchange for cooperating with the Germans, the Mexican government would receive important military and economic funding.  

Zimmermann sent this telegram anticipating the unrestricted submarine warfare by Germany. The act the German government presumed would almost certainly lead to war with the United States. The telegram instructed Ambassador Eckardt that if the United States appeared convinced to enter the first world war, he was to negototiat with the Mexican Government with a a military alliance.

Important is to know that Mexican President Carranza assigned a military commission to consider the option of the Mexico taking over the alleged territories instigated by Germany. The military assessors concluded that it would be neither possible nor even desirable to try such a maneuver mostly because Mexico was just in the middle of a civil conflicted.

This would drain Carranza's initial resources. Some factions in Mexico could benefit from the US recognizing contesting factions that were opposing Carranza's rule in Mexico.

Interesting to know is that the telegram was intercepted by British intelligence but it was easy to inform the content in the message given the fact that it would put England and the US in a difficult and ambiguous situation.
