In 1875, a bilateral trade treaty was signed, providing for duty-free trade, and furthermore including a clause that no part of Hawaii would be transferred to third countries, and Hawaii would be a de facto US protectorate. The treaty was to be in force for seven years, but in 1884 a new one was signed, which was actually an extension of the previous one. During this period, American settlement in Hawaii increased; they dominated the island's economy based on the cultivation and processing of sugar cane. Americans also began to occupy positions in government.  

In 1891, when Queen Liliʻuokalani sat on the throne, the position of the Americans was shaken. The queen decided to limit American power and maintain sovereignty. On January 14, 1893, she dissolved the legislature, established a new government, and proclaimed a new constitution. On January 17, however, the white colonists' rebellion broke out, which overthrew the queen. In 1893, the Provisional Government proposed to annex to the USA. On February 14, 1893, an agreement on island annexation was signed. However, it was not ratified by the Senate. In 1894 a republic was established. The new constitution allowed the future trade and political union with the US. After the Republican victory in the US in 1896, expansionary policy towards Hawaii resumed. The negotiations began after William McKinley became president. On June 16, 1897, an annexation agreement was signed and ratified on July 6, 1898.
