Groups that were excluded from the draft included African Americans and women. Both groups volunteered and served  in various capacities during WWI.

The agencies that managed resources during World War I were the War Industries Board, which coordinated the purchase of war material. The Food Administration was another government agency that helped manage resources. Its role was to stimulate food production and distribute it fairly among American civilians, the armed forces and allies at a fair price.
