he means to say the america will never be the one to start the war, only respond to threats and help our allies, he is trying to say that we will stay out of foreign conflict unless an attack is made on us or we have already agreed to aid one of our allies

i think it would be reparing roads  

interdependence is when all participating groups and individuals depend on each other. if you depend on one anothers goods, you end up trading in order to get the items you're looking for. (for ex: if i have food and you have water, we trade in order to depend on each other to live)
