Why were poll taxes unfair? state governments imposed poll taxes in white communities only. people in power charged voters a fee to keep them from voting. people in power did not have to pay the poll tax. people in power used the taxes to only the people that voted for them.

Hello!  So, I saw someone else decided to answer this question for you.. but, it's incorrect.  From there I decided I wanted to help instead of keeping that answer for you or anyone else.  So, here it goes.. Bare with me.

 The poll tax was a tax that made anyone who wanted to vote, to pay a fee for it.  The general idea for the tax was to push off African-Americans from voting, because they couldn't pay the expensive fees due to inequality.  But, there were several Caucasian people who couldn't afford it either.  People were forced to pay the tax if they wanted to vote until around the 1960's as well.  So, let me restate your question.

Why were poll taxes unfair?

Out of all the choices you gave it'd be "People in power charged voters a fee to keep them from voting." Not only would it make the most since but it was a big part of history that needs to be known, because it was important and it was apart of the inequality movement.

thomas hobbes and john locke said that we are selfish, individualistic, and constantly at war with each other, therefore we need to be controlled. 

government is defined as the legitimate use of force to control human behavior within territorial boundaries, here comes in hobbes and locke.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people. 

there are basically 3 goals of the government: 1) maintain order by protecting life and property. 2) providing public goods, those which are typically not provided by the public sector, such as roads and education. 3) promote equality be it political, opportunist or outcome equality.
