Witch is a shared responsibility between state governments and the federal government?

Federalism is the system that is shared between state and federal governments.  the states and federal governments both have exclusive and concurrent powers, which help to explain the negotiation over balance over power between the two.  The federal government can encourage the adoption of policies at the state level through federal aid programs.
