          He sent US troops to help distribute supplies and repair damage, but it should have been done earlier, as there were delays in warning the people to evacuate, and delays in declaring emergency state. Many people could not evacuate for the lack of money and there where no government coordination for evacuation transport.

When the troops came, many people were already dead, in shelters with no food supply, water and sanitation problems, or in the rooftops of their houses, in the same condition. The delays in help and the refraining of the government on accepting civil and international help are very criticized until today.

President Bush responded to Hurricane Katrina by visiting crowded shelters to see conditions there for himself. This act was supposed to show President's solidarity with the victims of Hurricane Katrina. This however never recovered President Bush's reputation, because of his slow and late reaction to the hurricane, thus failing to show his leader abilities and taking quick and efficien decisions.
