Federal organization is a political system in which the functions of the government are divided among a group of associated States, first, which then delegate powers to a central federal state.

In the case of North America, there are a series of laws which objectives are giving precise empowerment to the states. That´s a clear policy that tell us even the government is centralized,  powers are shared, and regulated by different legislation.
