The progressive movement was sometimes misguided in its interaction with racial minorities because progressive reformers wanted above all else to help the "common man," which much of the time meant helping whites above blacks and women. 

He issued the emancipation proclamation. it started changing slavery, and eventually lead to the freedom of slaves.
