Without the power of judicial review, who would decide whether laws were constitutional? what problems might arise if the same branch of government both passed laws and decided if they were constitutional?

because the great compromise was dealing with conflict on how congress would be made up of as well as  number of representatives many compromises had to come in affect like the virginia plan, the jersey plan and so on. the great compromise explained below.
