The signing of Jay’s Treaty was a result of the XYZ affair. XYZ Affair was a political confrontation between America and French at the end of the 18th century which then led to sea war.  

EXPLANATION  

In 1793, France fought with Britain while America chose to remain neutral. At the end of the next year, the United States and the United Kingdom authorized the Jay Treaty, which resolved some old problems between the two countries. France was angry at the Jay Agreement, they believed that the agreement would violate the previous agreement between the United States and France. Finally, they continued to confiscate a large number of American merchant ships.  

In 1796 when President George Washington asked Charles Cotesworth Pinckney as US minister to France, the government refused his arrival. One year later, John Adams turned out to be the president in March 1797, tried to send a delegation group to Paris. Adams sent three diplomates to Paris for the same purpose in efforts to restore peace between the two countries.  

As soon as the diplomats (Pinckney, John Marshall, and Elbridge Gerry) arrived, they tried to meet directly with the French foreign minister, Charles de Talleyrand. Instead, to accept them, Talleyrand delayed the meeting and asked the three agents to notify the U.S. commissioner United States of America. They had to pay bribes and give France large loans. Pinckney's correct response was: "No! No! Not a six cents!"

When the news reached the United States, it caused a commotion and sparked war requests. After several members of Congress asked to see detailed reports of the incident, Adams submitted the report by mentioning the names of the French agents who were replaced with the letters X, Y, and Z. Then the case was known as XYZ Affairs.
