A citizen from Singapore is more likely to own a compact disc player back in 1991. 

Back in 1991, the Philippine economy was still in the reformation stage under the Aquino administration. The government was in the midst of prioritizing politically-related issues, trying to undo the wrongs transpired during the previous administration. Innovations and technological advancements were not that much of a priority back then.

Singapore on the other hand, was reaping the advantages coming from the economic recession in the 1980s.  Structural improvements led to the growth and rise of modern amenities for the people.
