Contingency Planning is the planning for the sake of unforeseen events.  

-The first step is to identify the need of a Contingency Plan.

- create a headquarters for such plans and start jotting down plans

- create a bonding between each and every department and make sure they are interconnected  

- create a separate first aid brigade and medical services department that is going to act as a backbone for the other departments

-making a connection with the medical facility with other departments such as police etc.

-try to link the medical facility to outside financial services such as banks in case of financial emergencies.
