Boating safety advocates suggest that adults wear a pfd during what activity

The activity is while being on a boat on the water at all times the PFD should be worn unless at anchor or tied up in case one falls overboard so that one won't drown. PFD means personal flotation device.This goes for all types of small craft like powerboats and sailboats.
