Why is it incorrect to say that the earths crust is covered with tectonic plates

The statement that the earth's crust is covered by tectonic plate is considered as false. The earth's crust as an upper mantle and inner layer of the crust. The tectonic plates always move over the mantle and does not stay constant. Hence the earth crust is not covered by tectonic plates.
