What does political and physical maps mean?

It does not mean anything, Political maps measure Political things such as Electoral Votes, Population etc.

On the other other hand Physical maps are Maps that show land features such as the Rocky Mountains it would show a mountain range saying Rocky Mountains or A physical map can also show elevation in colors.
