Who should hold businesses that are behaving improperly ( environmental damage, workers’ rights etc..) accountable? The government or consumers? Why?

The consumers because it is not the government who is being affected as much as the consumers. The consumers should have to right to complain, then if nothing gets done, get the government involved to set up some fair guidelines.
