How did hurricane katrina create both push and pull factors for migration into and out of new orleans?

The push factors of the hurricane obviously the danger that created after the hurricane such as Flood,  destroyed facilities, etc. Which will drive migration outside new orleans
The pull factors would be more likely charity related, such as volunteering to help the victims of the hurricanes
