As we know that wind flows from high pressure to low pressure.where the pressure is high then velocity of wind will be less and where pressure is low then velocity will be high.

In  ITCZ (Intertropical Convergence Zone) where winds of two hemisphere are collides and this collision result in the rain in the India.

We know that ITCZ always follows the motion of sun that is why it varies seasonally.ITCZ is responsible for dry and wet season .
