For example if you are near a rain forest the temperature is going to most likely be cool and muggy...which is whats needed for the place to survive...but, say your on the other side of the world in a Tundra Biome where the temperature fluctuates year round. Its due to the climate and location of the area.

Another example would be the Arcticsince it is the region farthest to the south it does not get much exposure to the Sun therefore it is much colder in the atmosphere.

It all pretty much depends on where it is in relation to the sun and how the atmosphere behaves in that region.
