How do you know the cat really belong to the police officer? the story book henry and mudge and the happy cat

So basically, you have to re-read the story, and if the author gives clues that the police officer owns the cat, then this means, yes. But if the story says the cat is a stray, then that means the cat doesnt have an owner.:)
