Should people in life-or-death situations be held accountable for their actions? (use the hunger games as an example)

It depends on how and why they put their self through that life-or-death situation. If it was like a bank robbery and that person was the victim, I don't know see why they would need to be held accountable? but if they caused the bank robbery because of a situation they were in, then yeah?
