If i saw a person stealing or trying to break a bike lock i would yell at them or report them for stealing. I would do this because stealing is bad and the owner of it spent alot of money on it. It depends if they let a white person steal it but saw a colored person and yelled at the colored person yes, it would be considered racist.if a black woman was trying to steal it she might get yelled at but women arent considered as very bad more of a men issue is stealing.
