In this scenario, if a student is exempted from writing an exam due to non-compliance, that would be within the confines of ethical practices.Other schools may not have this in their modus operandi. In such an institution, it still behoves the authorities to be fair in how they dispense justice.The final place of resolution can also be found in the terms of operation handed over to the schools by their regulator. As already mentioned, regulations are subject to the laws of the state in which such a law is enacted.

All things being equal, however, it is expected that students complete their assignment and submit same on time too. It is common practice for educational institutions to add scores from assignments to the scores from the exams to arrive at the final score for such a course.

In a school where it is the rule to prevent a student from writing the exams due to non-compliance with assignments, what would be unethical is to NOT give the student a chance to demonstrate why they didn't do the assignments.
