Once the Constitution of the United States had been
written, it was passed along to the states for
ratification, or approval, of it. In each state,
representatives met in conventions to debate the
document. On June 5, 1788, Patrick Henry gave the
speech "Shall Liberty or Empire Be Sought?" at the
Virginia Convention on ratification. His concerns and
the concerns of others helped ensure that the Bill of
Rights was added to the Constitution. Read this
