(from Lewiston Evening Journal, April 23, 1914) It may have been only one of Secretary Bryan's "mistakes" when he asked the Mexican charge at Washington a year ago to invite Huerta to join with the United States in recognizing the Chinese Republic; still the request was made. It may have been only another "mistake" when our government addressed Huerta in inviting Mexico to send a delegation to the coming Hague conference; still the invitation was sent. The United States charge in Mexico has almost daily conferences with Huerta and is apparently its medium of communication with him. A puzzling situation has arisen of which Huerta will make the most in insisting that the return salute is simply the culmination of a long-continued process of recognition.
