4. what’s the difference between outlining and webbing?

An outline lists the topic, then adds point under it.

1. roman numerals to list main topic
2. capital letter to indicate subpoints
3. numbers to elaborate on specific subtopic

on the other hand, a web looks like a spider ( a big circle) with x amount of legs. the topic is the body, and the legs are details. on those legs you can add hair, which are more specific details related to each specific details.
