Powers that belong to the State(s) include mostly State based laws, like the States have the power to regulate schools within the state, create state laws, voting rules, state  and local elections, and work requirements like the minimum wage (however, it cannot be lower than the federal minimum wage). Federal government has the overall say so for all states. They control trade not only between states but also between other countries, they print money and create national coins, and they create federal laws. The appropriate balance of power is when states can control their own state within the ruling of federal government. This is appropriate because it allows states to do what is best for their own State's need without going completely overboard or breaking federal law (hence why they still need the ruling of federal government) Concurrent powers between federal and state power is also appropriate too.
