I'm not sure what specific effect you mean but here's some generalization. The phrase "had seen a horrible sight" presents negative connotations, and you could guess that the character has trauma of some sort. It gives off an effect that it was a scary, dark setting of what the "horrible sight" is. And in general gives off a scary and mysterious effect for the reader to continue on.
