O A Red Cloud viewed them as corrupt; the department
did little to actually help the Native Americans, and
instead they lied, discouraged, and filled their own
pockets with large salaries.

they could to help but never received the funding
supposedly set aside by the U. S. government when
they first agreed to live on the reservations.
