Gandhi used the phrase "mad risk" in Line 47 because he was planning to start a "non-violence" protest (civil disobedience) regarding the issue about "salt tax." However, Gandhi believes in it as he said, "Having an unquestioning and  immovable faith in the efficacy of non-violence..."
