Which sentence uses an objective tone

I'd say A: As college costs soar, some question the value of getting a degree.

Explanation: A lot of people believe the only true way to success is through going to college, this is not true for the most part... However, you do still have a high chance of getting better-paying jobs if you go to college. An objective tone is a neutral based tone in which doesn't side with nor holds emotions or opinions. Neutral simply means neither or, right? In other words, you're not specifically playing one side at the moment rather than just covering some ground on the topic from both sides. Let's go backward:

The fourth answer choice is mainly about opinion rather than factual proof or statements. "There are just more jobs..." This is already starting off with an opinion.

Number three is appealing to someone rather than their topic. If that's a little confusing, I'll explain it differently. Rather than focusing on both sides of the argument, the writer chose to focus on the reader, it also uses the word "probably" -- which is a guess. Remember, we're not here to guess!

Answer two does provide a factual statement but this can be used against an argument as "why going to college isn't worth it". Granted, anything may be used against any topics and personally, I can't find much else wrong with this answer choice. I'm not for certain the answer is A, but I'm explaining my thoughts so anyone else may correct me.

Finally, the first answer! This can be used against an argument as well, however, it also introduces both sides already. There are countless students going to college and some of them are questioning the purpose of extra education. In just this single sentence, we can see the writer is merely saying "some" instead of "oh, well everyone is...", "hardly anyone..." and such, while the rest possibly never even think about it.
