I tend to agree with Rudyard Kipling's statement. I believe that the East and the West are different enough to have significant trouble understanding each other.

The East and the West have had very different histories. This has led to values that sometimes are not compatible with each other. Even when the same ideas have been introduced in both places, they usually take on very different perspectives. Moreover, the East and the West have not always been interested in learning from each other, which makes it difficult to find common ground.

More importantly, it is impossible to get to know a different culture as well as the people who were raised in it. This means that we will never fully understand a different culture deeply. However, this should never be an excuse for not trying to cooperate with other countries, and constantly trying to increase your understanding of the world.
