A student is writing an editorial and wants to revise the draft. Read the two paragraphs from the student's article and answer the question that follows.

I’m writing to express my support for the administration’s new “zero tolerance” policy regarding cellphone use during school performances and assemblies. The same policy has long been in place during school hours, due to the disruption and distraction the devices cause. It is more than reasonable to extend this policy to other school events.

At a recent orchestra performance I had full view of the glow of not one, not two, but three cellphones, their owners busily tapping out messages—for the duration of the performance. If those were emergencies, they were certainly long-winded ones. Granted, had I closed my eyes, the distraction would have been minimal. But it shouldn’t be my responsibility to ensure my enjoyment of the performance.

Which sentence would provide the BEST transition between the two paragraphs?
-Some school events are, reasonably, excepted: sporting events, school assemblies, and any other event that doesn't require quiet and close attention.
-My understanding is that the administration has faced some opposition for this policy, but I would expect the outcry to die down quickly.
-Some have argued that the ability to communicate is a safety issue; I can assure you that most of the time this is not what is at stake.
-Call it common courtesy, the social contract, whatever you like—it is absent among my peers, and the administration has made the right call.
