The answer is that c) It's always dark where the Men of Winter live.  If, when you are reading the passage you consider that "the eye of Helios" is the sun and that the "Men of Winter" literally refers to winter, then consider how much darker it is, and how much shorter the days are within winter months it should make the extract easier to understand.
