Cesar Chavez was a Mexican-American activist in the sixties who worked for justice for laborers and especially farmers in the USA. In the passage above he speaks of growers as landowners who can only speak the language of economics, so that, if consumers stop buying their products, they will obey the economic pressure that this will enforce upon them, and push them to improve the working conditions of its workers. So in this sense, one could say that the passage is talking about growers and consumers working together, but it would be more accurate to say that is a way for consumers to influence growers to obey a higher ethics of production.
