This speech was given after the evacuation of Dunkirk, which Churchill admitted was a military disaster. It is 12 1/2 minutes long. The main gist is just how determined Churchill is to warn Hitler and bolster the confidence of the British that Britain will fight on, and in God's Good Time, win.

A: Off the top of my head, I'd say there weren't that many neutral countries in Europe. One would be Switzerland, another two would be Spain and Portugal, then there is Sweden and Vatican City (which really didn't have any troops to speak of). The point is that Britain made no such appeal to the neutrals.  More importantly, for your question, neither did Churchill make any such appeal.

B: He made very little reference to Belgium and the observation he did make was that Belgium's army was lost.

C: is definitely your answer. The whole point of the speech is that no matter what happens, Great Britain will fight on.

D: is the second best answer, but D is not the main point. Churchill assured the British people that in God's Good Time which I've quoted above, Great Britain will win over a Tyrannous Enemy.
