The second best answer is D. The mother is frail. That's why they are acting as a wind break. I've lived in 3 places where there were internment camps and the answer is definitely B.  The weather conditions are always influenced by a cold wind which never seems to stop in winter. It is really bad when it comes from the east.

But it is not the frailty that is bothering the mother. Nor is it even the east wind. It is the total unfairness that Canada and the United States imposed on some of  her citizens during WWII just because of their skin color. Of course that is not stated in what you are given, but B is definitely the answer.
