What are president amotos options for privatizing some of the government-owned businesses?

I got this from the economics textbook about privitization: 

The president can sell the business to one owner, sell shares in the business to interested individuals, or give every citizen a voucher or certificate that can be used to purchase shares in the businesses when they are privatized.
