No, once a file is deleted on windows 10, the file is relocated to your recycling bin directory. You must empty your recycling bin in order to delete the file from your computer (HOWEVER it can still be recovered through a date recovery program, so if you want to permanently and irreversibly delete the file, you must wipe over it with new data many times in order to achieve irreversible changes to the original data resulting in a complete wipe. You can also do this with programs like DBAN, but this will wipe your entire hard drive and not single files. There are many methods to DBAN for overwriting the data, i would recommend the Department of Defense standard atleast to be safe. However, 32 overwrites is the end all nuclear option)
