Why does the camera often over-expose sunrise and sunset images?

The lighting during sunrise and sunset tends to change rapidly and so the camera is often unable to keep up and choose the best exposure. This is why the camera often tends to over-expose sunrise or sunset images. Moreover, due to low level of light during sunrise and sunset, exposures for several seconds  is quite common. This can also sometimes end up in an over-exposed image.
