Use the Tabs>Move Left and Tabs>Move Right menu options to set the order so any tab you are referring to in a circuit is to the right of the circuit that refers to that tab. You can do this circuit without tabs, but it will be very hard to do and require redundant circuitry. Remember, the exponents are biased. Suppose you have two exponents e1 and e2. The biased exponents are (e1 0xf) and (e2 0xf). If you add them, you get (e1 e2 0x1e), which is likely not what you want. I highly recommend subtracting out the bias and treating the exponent as a two's complement number, then adding the bias back in when you are done.
