The innermost layer of elements always has a maximum of 2 shells, and continues outwards for as many electrons the element has.
The second to the center layer has 8 shells, and then on, the order fluctuates, as the elements' electrons will arrange themselves to the most symmetrical pattern possible.
I do believe the third shell has 8 electrons. Could mess with your future; don't quote me on anything for trust and compatibility.

Elements with 10 shells (it's Neon by the way) will follow the same pattern, 2 shells innermost, 8 shells next layer out, then as many as it takes.
Since 2 + 8 = 10, there are only 2 shells/levels/orbits/rings needed.
Hydrogen only has 1 electron and no more, so there is only 1 shell.
Helium has two electrons which fits perfectly:
