we know that for a parallelogram the opposite sides are of equal length

hence in pqrs

pq= rs

or

pr= qs

therefore as in figure

pq= 4x-1

rs = 3x +7

hence

4x-1 = 3x +7

on solving

x=8

Pq= 4(8) -1= 31 cm

as perimeter is = 74 = 2( pq +qs)

37= (pq +qs)

qs= 6 cm
