how many electrons in an atom can share the quantum numbers n = 4 and l = 3?

You are given both the energy level,  n  =  4, and the subshell, l = 3  on which the electrons reside.

The subshell is given to you by the angular momentum quantum number,  l  which can take value that ranges from  0  to  n  −  1

l  =  0  →  the s-subshell

l  =  1  →  the p-subshell

l  =  2  →  the d-subshell

l  =  3  →   the f-subshell

For n = 4 and l = 3, ml can be -3, -2, -1, 0, +2, +2, and +3.

Each of these can have 2 electrons (+1/2 and -1/2 spin) for a total of 14 electrons.

explanation: it gains negative electrons, therefore becoming negatively charged. as charge cannot be created, nor destroyed, only transferred, this leaves the wool positive. now that they have opposite charges, the two items attract.
