The answer is both false. Based on a survey last May 17-18, 2015, on gallup.com they revealed these comparisons on an article, American's Reliance on their Smartphone vs Computer for Various Tasks. For this survey, the participants used both used the computer and their cell phones.
The respondents reached 74% on spending their time making online purchases on the computer while 11% was on using mobile phones. Furthermore, 62% of the consumers compare prices using the computer on the other hand 21% do this on their cell phones.

The highest cell phone activity falls on social media which is 44% compared with computer use which is 24%. While emails have competitive results between the two having a 1% difference, 39% for cell phones and 40%  computers. However, the article can give another variation of answers on this question based on age.
